Steps:
- Working in 2 batches, steam potaotes in large pot until tender, about 10 min. Transfer to large bowl. Mix mustard & vinegar in bowl. Gradually whisk in oil. Mix in capers. Pour dressing over warm potaotes. Cool. Mix in red peppers, onions & cilantro. Season w/ salt & pepper. (Can be made 1 day ahead. Cover;chill)
