ARROZ TAPADO (RICE-ON-TOP)

A fun Peruvian dish that looks cool and is always a hit with the kids! Seasoned meat is the surprise center to the rice on top. Makes great leftovers!

2 cups uncooked white rice
4 cups water
1 egg
1 potato, peeled and cubed
1 cup vegetable oil for frying
3 small tomatoes, coarsely chopped
½ cup water
1 tablespoon vegetable oil
½ large onion, finely chopped
3 cloves garlic, chopped
1 teaspoon ground dried aji chile
½ teaspoon ground cumin
¼ teaspoon ground black pepper
2 teaspoons chopped fresh oregano
1 pound lean ground beef
2 large carrots, peeled and cubed
¼ cup frozen peas
1 tablespoon peanut butter
1 teaspoon chopped fresh cilantro
1 teaspoon chopped fresh tomato
1 teaspoon ketchup

Steps:

  • Bring the rice and 4 cups of water to a boil in a saucepan over high heat. Reduce heat to medium-low, cover, and simmer until the rice is tender, and the liquid has been absorbed, 20 to 25 minutes.
  • Place the egg into a saucepan, and cover with water by 1 inch. Cover the saucepan and bring the water to a boil over high heat. Once the water is boiling, remove from the heat and let the egg stand in the hot water for 15 minutes. Pour out the hot water, then cool the egg under cold running water in the sink. Peel once cold. Chop the egg and set aside in a small bowl.
  • Heat 1 cup of vegetable oil in a deep-fryer or large saucepan to 350 degrees F (175 degrees C). Deep fry the potato cubes until golden brown, about 5 minutes; drain on paper towels, and set aside.
  • Place tomatoes and 1/2 cup of water in a blender, and puree until tomatoes are liquefied (peel and seed first, if desired).
  • Heat 1 tablespoon of vegetable oil in a large skillet over medium heat, and cook and stir the onion, garlic, aji chile powder, cumin, black pepper, and oregano until the onion begins to brown, 8 to 10 minutes; pour in the pureed tomatoes, and simmer for 5 more minutes, stirring often. Mix in the ground beef and carrots, and cook until the meat is no longer pink and the carrots are tender, about 10 minutes. Break the meat up into small chunks as it cooks. Mix in the chopped hard-cooked egg, peas, and peanut butter until thoroughly combined. Finally, gently stir in the cubes of fried potato.
  • To assemble the dish, oil a flexible plastic bowl (at least 1 cup size) and press cooked rice into the bottom to fill 1/3 of the bowl. Layer about 3/4 inch of meat mixture over the rice, and top with more cooked rice to fill the bowl. With an oiled hand, gently press on the rice to compact the mixture; place a serving plate on top of the bowl, flip, and turn out the rice and meat-filled form. Repeat with remaining ingredients. Garnish with sprinkles of cilantro, chopped tomato, and dollops of ketchup on each serving.

1 tablespoon lard or solid vegetable shortening
1 1/2 cups long grain rice
1/4 large onion, finely chopped
2 or 3 cloves garlic, finely chopped
2 whole tomatoes from a 15-ounce can
1/4 cup liquid from canned tomatoes
One 40-ounce can chicken broth (30 ounces used total)

Steps:

  • Open can of tomatoes and chicken broth and set aside. These ingredients have to be added quickly, so have them ready.
  • Heat lard or shortening in a saucepan on medium-high. Add rice, stirring constantly. When rice is brown, immediately add the onion and garlic and stir so it is evenly mixed. Quickly add the 2 tomatoes (squish them with your hand). Add 1/4 cup of liquid from the can of tomatoes and 3/4 of the entire amount of chicken broth. Bring to a full boil, cover and reduce heat to medium-low. Let simmer until rice is tender and most of broth has evaporated, about 20 to 30 minutes. (The remaining broth can be added if rice is still a little hard) Remove rice from heat and leave covered until ready to serve.

2 tomatoes (quartered)
1/4 onion (quartered)
1 garlic clove
1 cup water
1 tbsp chicken bouillon
1/8 cup olive oil
2 cups long grain white rice
1/4 onion (finely diced)
1 garlic clove (finely minced)
1 tbsp chicken bouillon
pinch whole cumin
1 1/2 cups water

Steps:

  • Add the tomatoes, onion, garlic, water, and bouillon to a blender.
  • Blend until smooth.
  • Set aside until ready to use.
  • Heat oil in a large stock pot.
  • Add the rice.
  • Stir constantly until it begins to toast. About 5 minutes.
  • 4 minutes after, add the onion.
  • Do not stop stirring, or the rice will burn.
  • Look for a golden color in the rice.
  • Add the garlic, bouillon, cumin, water, and tomato sauce.
  • Stir to combine.
  • Cover and cook for 12 minutes on medium heat.
  • Turn the heat off.
  • Let rest for 5 minutes with the lid still on.
  • The tomato sauce will have come to the top.
  • Uncover and mix to combine.
  • Serve.

My friend Jolene gave me this one. I think she got it from "Diet for a Small Planet". It's one of those "keep all of the ingredients on hand for emergencies" recipes. When you burn something, quietly get of it and make this. No one will know. Prep. time doesn't include cooking the rice.

3 cups cooked rice (white or Brown Basmatti works great)
2 (15 ounce) cans black-eyed peas (I've used other types of beans succsessfully)
3 cloves garlic, minced
1 large onion, chopped
1 (8 ounce) can ortega chilies, diced
1/2 lb ricotta cheese, thinned with milk 'til spreadable
3/4 lb sharp cheddar cheese, grated
3/4 lb monterey jack cheese, grated
1/2 cup parmesan cheese, freshly grated
1 (2 1/4 ounce) can sliced black olives

Steps:

  • Preheat oven to 350 F.
  • Mix Cheddar and Jack together.
  • Mix Rice, Beans, Garlic, Onion, and Chilies together.
  • In a large casserole dish spread 1/3 of the rice/bean mixture.
  • Top that with 1/2 of the cheese mixture.
  • top that with 1/2 of the Ricotta.
  • Then the next 1/3 of the rice/bean mixture.
  • Followed by the last half of the cheese.
  • Followed by the last half of the Ricotta.
  • Then the last 1/3 of the rice/bean mixture.
  • Bake 40 min.
  • Remove from the oven, top with Black Olives.
  • Sprinkle evenly with Parmesan.
  • Bake 10 min. more.
  • Remove from oven and let rest 20 min.
  • Serve.

ARROZ ROJO (RED RICE)

Esteban Castillo, the author of the "Chicano Eats" cookbook and blog, toasts the rice in garlicky oil first to give the final dish an even richer flavor. A simple spice blend does, too.

1 2/3 cups chicken stock, warmed
1/4 cup tomato paste
1 1/2 teaspoons onion powder
1/2 teaspoon ground coriander
1/4 teaspoon ground cumin
1/4 teaspoon freshly ground black pepper
1 tablespoon neutral oil, such as canola or vegetable
3 garlic cloves, thinly sliced
1 cup long-grain white rice
1/2 cup frozen mixed vegetables (or fresh or frozen corn)

Steps:

  • In a small bowl or measuring cup, stir together the chicken stock, tomato paste, onion powder, coriander, cumin and pepper.
  • In a large skillet, heat the oil over medium. Add the garlic and rice, and cook, stirring frequently, until the rice is fragrant and lightly toasted, 3 to 4 minutes. Pour the stock mixture into the skillet and bring to a full boil. Stir in the mixed vegetables, then reduce the heat to low, cover with a tight-fitting lid and cook until the rice has absorbed all of the liquid, 15 to 20 minutes.
  • Turn off the heat and let the rice sit, covered, to steam for another 15 minutes. Uncover and let the steam release for 5 minutes, then fluff with a fork. Season with salt to taste. Serve alongside your favorite dishes.

1 fresh lemon rind

Steps:

  • Cook rice and water on a porridge setting for 20 mins using the 'quick release' setting. Then, turn on the saute feature, add milk, lemon rind, and sugar, and mix continuously for 20 minutes as mixture thickens.
  • Turn off the Instant Pot, then add eggs, mixing quickly to prevent scrambling. Remove lemon rind.
  • Pour into a serving dish and garnish with cinnamon in a criss-cross pattern. Let settle slightly.
  • Serve.
