Steps:
- - combine Catfish, cilantro, 2 tbsp Fish Masala, lemon juice, garlic, and salt in a bowl and mix well. - saute onions, green pepper, and 1 tbsp Fish Masala in 1 tbsp olive oil for 2 minutes - add water and simmer on medium heat for 10 minutes - add fish mixture and remaining Fish masala - cook for 15 minutes or until fish is cooked through serve with saffron or basmati rice
