Steps:
- 1) Put potatoes in the Instant Pot with enough water cover and add salt. Cook on the steam setting for 12 minutes. Quick Release steam immediately and drain the potatoes.
- 2) Rinse Instant Pot. Then melt butter on saute setting. Add the garlic and herbs and let it just gently cook on low for 10-15 minutes. Discard herbs and garlic.
- 3) Add potatoes back to the Instant Pot, and mash with a large wooden spoon.
- 4) Add heavy cream and Parmesan cheese. Stir until well combined.
