Steps:
- 1. Preheat oven 350 degrees. Grease a 9x13 pan and stir together the flour, sugar, 4 tbsp cocoa baking powder and salt. Mix in milk oil, and vanilla with a fork until smooth. Stir in nuts.
- 2. Spread evenly in the pan. Sprinkle the top with brown sugar and the 1/2 cup of cocoa. Pour the hot water over all and bake for 45 minutes.
- 3. Spoon in dishes and spoon chocolate sauce over top. Top with ice cream or whip cream if desired.
