Steps:
- Fry hamburger, green pepper and onions until lightly browned. Drain off fat. Put in roaster. Add together shredded cabbage and soups. Rinse each can with 1/2 cup water. Add rice. Mix all together with hamburger mixture. Bake at 350 degrees for 1 hour. Stir once in a while. Add salt and pepper to taste.
