Steps:
- boil water, salt & simmer zests. Transfer zests to cutting board. Add shrimp to water, simmer covered for 2 min. transfer shrimp to colander Stir rice into water. Cook covered over low heat until liquid absorbed. Julienne zests and stir in lime juice, orange juice, vinegar, cumin, red pepper flakes. 1/2 shrimp lenthwise and add to zest mixture. Chill. Add rice, beans & coriander.
