Steps:
- 1. In a medium bowl, marinate the beef with soy sauce, cooking wine and cornstarch. Set aside.
- 2. Combine all the sauce ingredients in a small bowl, set aside.
- 3. Blanch green beans in a pot of salted boiling water for a minute. Drain and transfer into a bowl of ice water. Set aside.
- 4. Heat the oil in a large non-stick skillet over medium high heat. Brown the beef for 1 minute each side. Transfer to a plate and set aside.
- 5. Cook garlic and ginger in the same skillet, add green beans and stir for a minute. Then add the beef and the sauce. Cook and stir until sauce is bubbling. Turn the heat off. Sprinkle with chili flakes.
- 6. Serve immediately.
