Steps:
- Preheat the oven to 350 degrees F (175 degrees C).
- Heat a large skillet over medium-high heat. Cook and stir ground beef and onion in the hot skillet until beef is browned and crumbly and onion is translucent, 5 to 7 minutes. Drain and discard grease and remove from the heat.
- Add celery, condensed soups, water, mushrooms, rice, soy sauce, salt, and pepper; mix to combine. Transfer to a 9x13-inch casserole dish.
- Bake in the preheated oven for 1 1/2 hours. Top with chow mein noodles and bake for 10 more minutes.
