Steps:
- Scrub the potatoes, and cook, with the garlic, in a covered pot in water that covers them for about 20 minutes, or until they are tender.
- Chop the dill, and place in a serving bowl with the buttermilk and salt.
- When the potatoes are cooked, drain and put them, with the garlic, through a food mill over the buttermilk bowl, or mash by hand in the bowl. Mix and serve.

Steps:
- Boil potatoes until almost done, then peel and dice.
- Spread potatoes out evenly into casserole dish.
- Mix together butter, milk and flour and bring to a boil, whisking constantly.
- Cook for 1 minute more, then remove from heat.
- Add mayonnaise and rest of ingredients and mix.
- Pour mixture over potatoes in casserole.
- Sprinkle paprika and additional dill on top, if desired.
- Bake uncovered for 30 minutes.
