I made this frequently when I was first married and had a low grocery budget. According to my husband its hearty and tasty. We would make a batch and freeze half of it for later in the week.

Steps:
- Cook rice according to package directions. Brown beef, garlic, and chopped onion. When beef is almost cooked add chopped green pepper.
- Drain any fat from skillet. Add tomatoes and rice. Add salt and pepper to taste.
- Pour into an 8 serving baking dish, cover and bake at 350 degrees for 45-50 minutes. If you like sprinkle with shredded cheese ands return to oven for a few minutes to melt cheese.
