Steps:
- Caramel Syrup: Using an iron skillet, melt sugar and let heat until golden brown. Take off fire add water slowly and return to fire till it becomes syrup - all the while stirring constantly. Pie: Mix flour to enough water to make a smooth paste. Add egg yolks, sugar, and milk and caramel syrup. Cooking in double boiler until thick then add butter and vanilla. Cool and pour into a baked pie crust. Add meringue and bake in low oven until brown.
