Steps:
- 1. In a food processor combine the flour, sugar and cocoa. Add the butter and process just until mixture resembles coarse crumbs.
- 2. Press firmly into a greased 13-by-9-inch baking pan.
- 3. Bake at 350 degrees for 10 minutes.
- 4. While crust is baking, combine condensed milk, vanilla and 1 cup of chocolate chips in a medium saucepan.
- 5. Heat, stirring constantly, until mixture is smooth. Remove crust from oven and pour chocolate mixture over crust.
- 6. Sprinkle with coconut, nuts, toffee bits, and remaining chocolate chips.
- 7. Press down firmly.
- 8. Return to oven and bake for another 18-20 minutes.
