Sift flour, sugar, and salt. in a bowl add water butter and dry ingred, combine and add risen yeast; knead 5 min. let dough rest and rise at least 30 min, covered. pull off 24 rolls and flatten, add filling, pull dough up around filling. Steam buns in greased steamer about 15 min.
