Steps:
- Slice meat across the grain into narrow strips and combine with beaten eggs. Dissolve cornstarch in water and mix with beef mixture. using a wok or large, heavy frying pan, heat about 1 inch depth of oil until boiling hot but not smoking. Add beef to hot oil, one quarter of the quantity at a time, separating the beef strips if they from a clump. Cook and salt stirring frequently, until crisp. Remove strips as they trun crisp, drain and set aside.(dish may be prepared ahead up to this point.) Discard oil. When ready to complete the dish, heat 1 tablespoon of oil in wok or pan over high heat and stir-fry carrots, onion, ginger and garlic briefly. Stir in soy sauce, wine, vinegar, sesame oil, sugar and hot red pepper flakes and bring to a boil. Add beef, mix well and serve.
