Steps:
- 1. Combine veggies, water, salt and pepper in a large soup pot. Bring to a boil over medium heat. Reduce heat; cover and simmer until veggies are tender.
- 2. Stir in ham; set aside.
- 3. In a separate saucepan, melt butter; stir in flour until smooth. Gradually add milk; bring to a boil.
- 4. Cook and stir for 2 minutes, until thickened. Stir in cheese until melted; add to veggie mixture and heat through.
