Steps:
- 1. Heat oil in a large skillet. Add onion, bell pepper, and beef. Cook until groung beef is light brown.
- 2. Stir in rice, tomato sauce, water and remaining ingredients. Mix well and bring to a boil.
- 3. Cover and cook on low for 25 minutes or until rice is tender and the liquid is dissolved.
