- Make a medium white sauce: melt butter in skillet, add flour and cook until bubbly, add salt and milk, stirring constantly. Remove from heat. Layer fish in a buttered flat baking dish. Spread shrimp and white sauce over fish. Sprinkle with Parmesan cheese. Bake for 20-25 minutes in a 325° oven.
