Steps:
- Heat oven to 350°F Grease 9x13 pan.
- Combine first 5 ingredients.
- Add margarine and mix until crumbly.Reserve 1 C of mixture for topping.
- Press remaining mixture onto bottom of prepared pan.
- Bake 10 minutes. Cool.
- Top with nuts, then chocolate chips.
- In medium saucepan, melt caramels with the water over low heat. Stir until Smooth.
- Remove from heat.
- Drizzle caramel over chocolate pcs to within 1/4" of pan edge.
- Sprinkle with reserved oat mixture.
- Continue baking 15-18 minutes. Cool.
- Chil until chocolate is set. Cut into bars.

Every time I make these delectable bars, I always get asked for the recipe. The creamy caramel ice cream topping in the middle makes these tasty treats, more than wonderful.

Steps:
- 1. Preheat oven to 350. Grease bottom of 9" X 13" X 2" baking dish. Preheat oven to 350. Grease bottom of 9" X 13" X 2" baking dish.
- 2. Combine oats, 1-1/2 c. flour, brown sugar, baking soda and salt in large bowl. Stir in butter; mix well. Reserve 1 c. oat mixture; press remaining oat mixture onto bottom of prepared pan. Bake 12 - 15 minutes or until brown. Sprinkle with chocolate chips and nuts.
- 3. Mix caramel topping with remaining flour in small bowl; drizzle over nuts to within 1/4" of pan edges. Sprinkle with reserved oat mixture. Bake 18 - 20 minutes longer or until golden brown.
- 4. Cool in pan on wire rack; refrigerate until firm. Setting them out at room temperature for a few minutes prior to cutting them makes for an easier job.

- 2. Combine oats, flour, brown sugar, soda and salt; mix well.
- 3. Stir in butter, mixing well until blended.
- 4. Reserve 1 cup; press remaining onto bottom of prepared pan.
- 5. Bake 10 to 12 minutes or until light brown; cool 10 minutes.
- 6. Top with nuts and chocolate pieces.
- 7. Mix caramel topping and 1/4 cup flour until smooth; drizzle over chocolate pieces to within 1/4-inch of pan edges.
- 8. Sprinkle with reserved oat mixture; bake an additional 18 to 22 minutes or until golden brown.
- 9. Cool; chill until set.
