- Preheat the oven to 500 degrees.
- Place the whole peppers on a sheet pan and place in the oven for 30 to 40 minutes, until the skins are completely wrinkled and the peppers are charred, turning them twice during roasting. Remove the pan from the oven and immediately cover it tightly with aluminum foil. Set aside for 30 minutes, or until the peppers are cool enough to handle.
- Remove the stem from each pepper and cut them in quarters. Remove the peels and seeds and place the peppers in a bowl along with any juices that have collected. Discard the stems, peels, and seeds. Pour the oil over the peppers. Cover with plastic wrap and refrigerate for up to 2 weeks.

- For the filling, in a blender container of food processor bowl combine the beans, cream cheese, basil, milk, garlic, and black pepper.
- Cover and blend or process until smooth.
- Stir in roasted sweet peppers.
- To assemble, spread about 1/3 c of the filling evenly over each tortilla to within 1/2 inch of the edges.
- Arrange spinach leaves over filling to cover.
- Carefully roll tortillas up tightly.
- Cover and chill roll-ups for 2 to 24 hours.
- To serve, use a sharp knife to cut roll-ups crosswise into 1 1/2-inch slices.
- Serve immedietly.

- Broil red peppers 4 in. from the heat until skins blister, about 5 minutes. With tongs, rotate peppers a quarter turn. Broil and rotate until all sides are blistered and blackened. Immediately place peppers in a bowl; cover and let stand for 15-20 minutes. , Peel off and discard charred skin. Remove stems and seeds. Place the peppers in a food processor.
