Steps:
- 1. Combine sugar, fish sauce and 1/4 cup of water in a large skillet. Bring to a boil and stir. 2. Add lemongrass, garlic and pepper. Continue stirring for a minute or so until reduced by half. 3. Add remaining 1/4 cup of water, scallions and fish. Cook over medium-high heat for 5-7 minutes. Leave uncovered, but turn fish at about the 3 minute mark. 4. Sprinkle with cilantro and serve.
