- Preheat oven to 375°F. Combine hot water and margarine in a medium bowl; stir until margarine melts.
- Add stuffing mix and bell pepper to bowl; mix well.
- Pound steaks to 1/4-inch thickness. Place 1/2 cup stuffing mixture onto each steak. Roll to enclose stuffing. Secure with toothpicks.
- Combine honey and soy sauce in a small bowl. Arrange steaks in a small baking dish. Spoon honey mixture over steaks. Bake until steaks are cooked through and stuffing is hot, about 20 minutes.
