Steps:
- In a large pan saute garlic and chili in oil. Add wine, fish sauce, sugar, oyster sauce, and pepper to pan, bring to a boil. Add clams and cover; cook until clams open about 5- 10 mins. Toss in basil . Serve in bowl with cooking liquid.
