Steps:
- 1) Put chocolate in a large bowl and set aside. Pour milk into a medium saucepan and heat on medium-low setting.
- 2) In a small bowl, stir cocoa powder and sugar together. Add to milk. Whisk over heat until blended. When milk is hot, pour over chocolate.
- 3) Let sit 1 minute. Whisk until chocolate is melted and blended. Stir in pinch of chili powder. Taste. Add a pinch at a time until spicy enough.
- 4) Fill mugs. Mix garnish cocoa and chili powder, then sprinkle on top.
