Steps:
- 1. In large saucepan, combine the first 9 ingredients, bring to boil. Reduce heat, cover and simmer, till potatoes are tender.
- 2. Stir in beef and 2 cups milk. Heat through. Combine flour and remaining milk till smooth. Gradually stir into soup.
- 3. Bring to a boil, cook and stir till thick and bubbly. Reduce heat, stir in cheese till melted. Add cayenne if desired. Top with bacon just before serving.
