Steps:
- 1. Stir the potatoes , sauce mix, water and milk in a large skillet. Add the butter and peas and heat to boiling reduce to a simmer and simmer 20 minutes.
- 2. Stir in the hot dogs and cheese and cook until cheese is melted. Garnish with chives.
