Received this recipe from my Grandma one of the first her and I made together. When making these she didn't use a mixer but I do.

Steps:
- Directions for filling mixture: Combine all ingredients and cook. Stirring over medium heat until thick. Cool before using.
- Blend sugar, butter and eggs until smooth.
- Add dry ingredients which have been sifted together, alternate with the milk.
- Mix thoroughly and roll out thinly on floured board cut into rounds with a 3" cookie cutter. I take my thumb and make an indent. Put 1 teas filling on each cookie and place another round on top. Crimp edges together. Make small vents.
- Bake in 375 degree oven about 12 to 15 minutes or until lightly browned.
