Steps:
- Peel and cut potatoes into 1-1/2 in pieces. Cook with garlic cloves in water for 15-20 minues. Should be tender, but not mushy. In saucepan, heat cream, butter, goat cheese, salt and pepper to taste, until melted. Keep warm. Drain potatoes and garlic. Mash with masher or fork or mix with hand mixer. Beat in butter mixture, scallion, salt and pepper to taste. Do not overbeat. Transfer to 2 quart shallow baking dish. Bake 20 minutes at 400 degrees. May broil surface to brown or bake until surface browns.
