- Heat oven to 350°F.
- Combine flour and 1/4 tsp. pepper in pie plate. Dip veal shanks, 1 at a time, into flour mixture, turning to evenly coat both sides of each shank with flour mixture.
- Heat dressing in ovenproof Dutch oven or large deep skillet on medium-low heat. Add shanks; cook 10 to 15 min. or until evenly browned on both sides, turning after 8 min. Remove shanks from pan, reserving drippings in pan; set shanks aside.
- Add carrots, celery, onions and garlic to reserved drippings; cook 8 to 10 min. or until vegetables are crisp-tender, stirring frequently to scrape browned bits from bottom of skillet Stir in pasta sauce, beef broth, Italian seasoning and remaining pepper. Return shanks to pan; cover. Simmer on medium-low heat 3 min. Remove from heat.
- Bake 2 to 2-1/2 hours or until meat is tender.
- Place shanks on platter, reserving sauce in pan; cover shanks to keep warm. Place Dutch oven on stove top; cook n medium heat 10 to 15 min. or until sauce is thickened, stirring frequently. Meanwhile, combine parsley and lemon zest.
- Spoon sauce mixture over shanks; sprinkle with parsley mixture.
