- Preheat the oven to 350 degrees F (175 degrees C). Butter a 9-inch springform pan.
- Melt candy bar, butter, and sugar in a saucepan over medium-low heat. Whisk in eggs and vanilla extract. Add flour, baking powder, and salt. Stir until smooth. Pour into the prepared pan.
- Bake in the preheated oven until edges are golden, about 20 minutes. Immediately pour condensed milk on top. Add chocolate chips. Let cool, at least 15 minutes. Cut and serve.
