Steps:
- Heat beans to boiling. Boil 3 min. Remove from heat & let stand covered 1 hr. Drain & rinse. Add water to cover, bring to a boil, reduce heat, cover and cook until tender, 40-50 min. Drain. Saute onion & green pepper until translucent. Add garlic. Add tomato paste, black beans cumin, oregano, bay leaf & vinegar. Cook for 5 minutes, stirring gently. Add chicken stock and rice. Bring to a boil, reduce heat to low, cover and simmer 20-30 min until liquid is absorbed and rice is cooked. Adjust seasonings & remove bay leaf.
