Steps:
- 1. Preheat oven to 350 degrees.
- 2. Brown beef, onions and garlic in skillet over medium heat; drain off grease and add salt and pepper to taste.
- 3. Combine chili powder, cumin and paprika; stir into meat mixture.
- 4. Place 1 flour tortilla in the bottom of 2 pie plates; spread refried beans onto each tortilla; top each with 1/2 of the meat mixture and then place another tortilla on each. Place in preheated oven and bake for 10 minutes.
- 5. Remove from oven and top each pizza with 1/2 of the salsa. Garnish with green onions, olives and tomatoes; top each with 1/2 of the shredded cheese.
- 6. Return to oven for about 5 minutes or until cheese has melted; cool slightly. Slice each pizza into quarters and serve.
