Steps:
- Cook mini shells as instructed. In a separate sauce pan, melt butter, add flour and mix. Add whipping cream, milk and white pepper to rue. Stir until mixed. Add in half a bag of each cheese leaving the rest for the top.
- In a small CorningWare add cheese sauce to mini shells. Add remaining cheese to top and sprinkle with bread crumbs. Cover with aluminum foil.
- Bake at 350 degrees F for 30 minutes.
