Steps:
- Preheat oven to 350F. Mix first 8 dry ingredients together. Combine milk, egg and honey and add to dry ingredients, blending well. Fold in ground hazelnuts. Pour into a greased 9" square baking pan and bake for 1 hour or untl cake tests done. Cool slightly, then remove from pan. Combine confectioners' sugar with hot milk and beat until smooth. Drizzle carefully with a spoon over the top of cooled cake in a lattice or cross-hatch design. Place whole hazelnuts in boxes formed by the design.
