Steps:
- In a dutch oven, melt butter. Add oil; add steak and onion and cook till brown. In a small bowl, mix together the flour, paprika, salt and pepper. Sprinkle over cooked beef mixture and stir well. Add beef broth, water, bay leaf, parsley, celery leaves and marjoram to beef mixture; bring to a boil. Reduce heat; simmer, covered, about 1 hour. After the 1 hour, add the potatoes, carrots and celery and cook, covered, 30-45 minutes (till vegetables are tender). Finally, stir in tomato paste; simmer, UNCOVERED, 15 minutes. Remove bay leaf before serving.
