Steps:
- 1. Peel and boil potatoes. Don't overcook. Drain. Set aside. Boil the peas until tender.
- 2. In a saucepan, add the onion and the butter. Cook until the onions are tender. Add the flour, salt and pepper. Stir until well mixed. Add the milk. Stir until well blended.
- 3. Continue to stir and simmer until mixture has thickened. Cook for 1 more minute. Add the sugar while simmering. Add the peas and potatoes to the sauce. Stir well till heated thoroughly.
