Steps:
- 1. Measure milk and set to the side. Brown beef with onion and garlic in pan. Then set in bowl to the side.

- 3. In small pan melt butter and then add flour. Mix with whisk and cook for 2 minutes. The mixture will small nutty.
- 4. Slowly pour in milk by 1/2 a cup and whisk until mix in. Then continue these steps until all is mix in. The mixture will thicken as it heats. Once thicken add beef mixture.
- 5. You can serve this over mashed potatoes or noodles
