Steps:
- Combine ground beef and 2/3 cup of water (or beef stock) in a cold pan to break up ground beef into a fine texture.
- Add the rest of the ingredients and then a little more water or beef stock.
- Turn heat to med high and bring to simmer.
- Turn down to low simmer and cook for 1 to 1 1/2 hours.
- Add water as needed to the consistency that you like.
