Steps:
- 1. Trim fat from beef.
- 2. Cut beef into 1 1/4\" pieces, in dutch oven, heat oil over medium heat until hot.
- 3. Add beef (half at a time) and brown evenly, stirring occasionally.
- 4. Pour off drippings.
- 5. Stir salsa, sugar, soy sauce and garlic into beef.
- 6. Bring to a boil; reduce heat to low.
- 7. Cover tight and simmer 1 hour.
- 8. Remove cover; continue cooking, uncovered 30 minutes longer or until beef is tender.
- 9. Remove from heat; stir in chopped cilantro and lime juice.
- 10. Spoon beef mixture over rice.
- 11. Garnish with cilantro and lime quarters if desired.
