Steps:
- In a 4 quart pan, stir together flour and oil. Cook over med. heat for 5 minutes, stirring constantly. Reduce heat to medium. Cook and stir constantly for 15-20 minutes more until reddish-brown roux is formed. Gradually stir fish stock into roux. Stir in onions, peppers, garlic, salt, peppers. Bring to boil; reduce heat. Cover and simmer, covered 10 minutes more. Add fish and shrimp. Simmer, covered, about 5 minutes.
