Steps:
- Put potatoes into large pot and cover w/cold water. Bring to boil and add 2 1/2 T salt. Reduce heat and simmer 15". Peel and thinly slice shallots. Saute in 1T oil, stirring occasionally until golden brown, about 15". Drain potatoes and return to pot. Add butter, milk/cream, nutmeg, 1/2t salt, and 3/4t pepper. Mash with handmasher; fold in shallots. Transfer to prewarmed bowl.
