Steps:
- Preheat oven to 375 F. Set rack in the top third of the oven. Lightly oil 9 inch pie plate or small ovenproof skillet. Heat oil in large skillet over medium-high heat. Add onion and saute' until lightly browned. Add meat and heat another 2 minutes. Remove from heat and add potatoes. Then stir in cheese and chilies. Transfer this mixture to the prepared pan or small skillet, spreading evenly. In a medium bowl, whisk together eggs, milk, salt, black pepper and cayenne until well combined. Pour evenly over the potato mixture. Bake for 30 to 40 minutes or until golden on the top and set in the center. Cut into wedges and serve, topped with salsa.
