Steps:
- Place the garlic and salt on a cutting board and chop or mash until they form a paste. TRansfer to a bowl and work in the mustard powder. Whisk in the lemon juice and vinegar. Slowly whisk in the oil. In another bowl, combine the sour cream and mayonnaise and slowly whisk into the other ingredients. Stir in the scallion and blue cheese. Season with pepper and serve.
