Steps:
- 1. Mix broth, cornstarch, sugar, soy sauce, vinegar and red pepper. 2. Heat oil over high heat. Add chicken, garlic, ginger and stir fry about 3 minutes. 3. Add bell pepper and stir fry about 1 minute. 4. Add broth mixture and stir about 1 minute until sauce is thickened. 5. Stir in peanuts. Garnish with scallions.
