Steps:
- Season ribs with Salt & Peper. Sear in a heavy roasting pan. be sure pan is large enough for all the meat as it will be the braising pan. Brown meat on all 4 sides....remove meat and pour off excess fat. Deglaze with port wine. retun meat ot pan and add oat meal stoudt and beef stock to cover 1/2 to 3/4 of meat. toss inBay leaves thyme garlic and peppercorns/ Bring to boil and turn down to simmer. Cover with foil and place in 375^ oven check every 15-20 minutes to ensure liquid remains constant. Carmelize Onions, carrots and celery, Add tomato paste cooking until rusty color. Deglaze with some beef stock and add to meat Cook for at least another hour. Remove meat and strain liquid with cheese cloth.
