While you are waiting for the tomatoes to broil, add the garlic, lemon juice, onion, oil, and a small amount of the broth in a food processor and puree until almost liquid. Transfer to a large bowl. When the tomatoes/peppers are roasted, place them in the food processor with a little more of the broth, and puree until almost liquid. Add the pureed tomatoes & peppers to the onion mixture. Chop the fresh tomatoes and cilantro, and add to the mixture. Stir it all together, add the rest of the broth until the salsa has a slightly less than watery texture.
