Steps:
- In a heavy skillet heat oil. add meat, salt, pepper, onionand garlic. cook over moderatley high heat. stirring constantly untill meat is browned. Add bouillon and green peppers cover and cook over a low heat 10 - 15 minutes Blend together cornstarch, soy sauce and water. Add to pot and cook 3 or 4 minutes longer stirring constantly untill mixture hot and sauce is thickened
