Steps:
- Thinly slice garlic. Heat oil over low heat and add garlic. Cook until pale gold, about 10 minutes.
- Strain and reserve in separate custard cups to cool.
- Slice tomatoes into bite-size pieces. Combine with half the basil, the capers, lemon zest and flakes in large bowl. Season with salt.
- About 30 minutes before serving, pour garlic oil and garlic chips over tomato mixture.
- Cover and let marinate, tossing occasionally, 30 minutes.
- Meanwhile, cook pasta. Drain.
- Add warm pasta to tomato mixture and toss gently to combine.
- Top with remaining basil (torn if too large) and lemon zest. Maybe add some Parmesan or Goat Cheese.
