Steps:
- 1. In a mixing bowl, pour water over oatmeal. Allow to stand 10 minutes. Add sugars and butter, mixing until all is blended well. Add eggs, one at a time, mixing well after each addition.
- 2. Sift flour, soda, cocoa and salt together. Add to batter. Mix well. Stir in half the chocolate chips.
- 3. Pour into a greased 13 x 9 inch x 2 inch baking pan. Sprinkle top of cake with walnuts and remaining chips. Bake at 350 degrees F for 35 - 40 min. or until pick comes out clean.
