Steps:
- In large skillet, cook onion, celery and green bell pepper in olive oil until tender, not brown.
- Add ground beef (browned and lightly drained). Add remaining ingredients except the corn chips and cheese. Simmer uncovered 1 hour, stirring occasionally.
- Serve meat sauce on top of corn chips. Top with cheese.
